I went to De Anza more than 10 years ago and I took the ESL class. If you come to De Anza, they will asked you to take a placement test and then assign you to a class level base on your placement test result. Once you completed your ESL classes, you can then take the regular classes. If you have a solid foundation in English, you should be able to start regular English class after 2 quarters (approx. 6 months). DO NOT believe whatever 代辦中心 tell you. Their ultimate goal is to make a lot of money from you. Even if they say they do not charge you, they will work with the school where they send you to to get a commission.
As to apply a regular 4-year college/university, you will still need to take TOFEL. Most of the university will waive the TOFEL requirement if you have completed 3 years fo school in the state or you can prove that the classes were conducted in English. Anyway, study hard and try to stay in an American family at the beginning will definitely help you a lot. It doesn't matter where you go to school. The most important factor of learning good english is the surrounding environment. If you surround yourself with American culture, you will definitely learn a lot faster and better.
