cell phone (even if it's hands-free), or ANY other mobile service devices used for communication, while operating a motor vehicle Even emancipated minors fall into this category. It includes everyone under 18 years old. No exceptions to cell phone use except emergencies. For drivers under the age of 18, this is considered a SECONDARY violation. A law enforcement officer may cite the driver for using a hands-free wireless device if pulled over for another violation. However, the prohibition against using a handheld wireless device is a PRIMARY violation for
